Punishing: Gray Raven is honestly a pretty great hack ‘n' slash action RPG with a very entertaining combat system and aesthetically pleasing visual effects. PGR takes place in a post-apocalyptic world and is probably one of the best mobile games of 2021.
The game has players control a squad of up to three characters, known as “Constructs,” against various enemies, and storytelling is presented in a visual novel format.
Since this is a gacha game and obtaining all constructs is hard, let's see which characters stand out, and players should focus on them compared to the rest. So, let's see the tier list that will help you decide where you need to invest your resources (and money, possibly).

Punishing Gray Raven tier list 2021
Below you will find the full tier list for all the current constructs in PGR. I am not yet at the point where I am 100% sure about the decisions in this PGR tier list. While I've been looking around the web for tier lists, it doesn't necessarily mean I agree with them.
Ranking Constructs From Best to Worst
Firstly, let's see the 4 tiers I split my tier list into:
S+ Tier: This tier consists of OP characters. Lee – Entropy, Karenina – Ember, Alpha – Crimson Abyss and Kamui – Tenebron are considered the four most OP characters in the game.
Lee – Entropy is an amazing construct and insane combo builder. He is not exactly long-range, more like a mid-range character. I would suggest using him along with a tank and healer, e.g., Liv – Luminance or Lux, but if you lack a high-tier tank, a second assaulter such as Lucia – Dawn should work.
Kamui – Tenebrion who does mixed damage and transforms and enters Dark Mode based on his energy fill.
Lucia, or Alpha – Crimson Abyss in this case, although she is more single-target oriented and does no elemental damage.
Karenina – Ember is a great assaulter but her fire damage may turn to a disadvantage in some cases.
S Tier: Powerful constructs, just not OP. A lot of these constructs can deal very serious AoE damage.
A Tier: These units are solid. In essence, PGR does not have bad characters, so even A Tier units are excellent despite being in the third tier of the list.
B Tier: These are the constructs you start the game with. Almost instantly obtained and very easy to evolve to A rank and then S rank so that they can get you quite far into the game. My favorite among these units is Liv – Eclipse, as she does very nice AoE damage too.
Which construct should you go for?
I dare say that Lee – Entropy is the best construct to get (maybe because he is the only S-class construct I own). If you have Lee, I would suggest going for Alpha or Kamui, with Kamui being a higher priority in my opinion to fill the tank role in your party.
